Around here, if a storm has left many country roads in a mess, mud routes will go into effect. It just means that most of the buses will run but they will only pick up students on certain good roads--usually paved. If the students do not live on those roads, their parents can drive them there or to school. I am not sure about this but I think that if the buses cannot get to those kids, they don't have to go to school.
